These consortia are local government entities created by their members to assist in the development of options related to fiber optics in western-central Oregon. One of the purposes of the consortia is to help communities access the options opened up by the presence of fiber optics.

In early 1999, local officials in Lane, Klamath, Douglas, and Coos Counties and the cities in their jurisdictions met and discussed the formation of a public organization to facilitate access for communities throughout the region to broadband, high speed fiber optic facilities. These infrastructure improvements are essential for government services, distance learning, telemedicine, economic development, and other public services in the 21st Century information-based economy.
